I'll have a look at global editing the Partials via the Patch page.
I don't know how I stumbled about this mailing list, but I always found the
Sgroup Archive page and just assumed that it was 'dead' and only archives.

If I understand you correctly, what you need to do is save custom patches
with the velocity ranges that you want and use those in your multis instead.
Use unique names for the patches so not to overwrite the factory patches.
I'm not an active user but used 760s for many years. I thought I might be
able to help.
